Water Quality and Animal Feeding Operations in Arizona: A Producer's Notebook

6.  Arizona NPDES General Permit for CAFOs

Logbook

In the Arizona NPDES General permit for CAFOs, Section IV.  Permit Requirements lists the requirements for the BMP plan and record keeping.  This chapter of the notebook contains worksheets to assist in determining if the manure management system is in compliance and in keeping the necessary records.

Note: This logbook does not assist the operator in developing a Nutrient Management Plan)(NMP) or include calculations for figuring application rates of manure or wastewater.  What is included is for record keeping purposes only.

Part IV. B. 1. c. i through iii:  and Part IV. B. 2.:  The Animal Waste Management System Checklist (page 6-3) will help producers determine what is required and what is needed on the operation to comply with those requirements.  If the operation is lacking some requirements, the producer will likely need to consult with an engineer or conservation planner.

Part IV. B. 1. c. iv., vi. through x., and xii:  Pages 6-5 through 6-17 are provided to help producers development the complete BMP plan.  Included are worksheets on:

    Worksheet 1:        BMP Plan Responsibility

Worksheet 2:         Toxic Pollutants and Hazardous Substances

    Worksheet 3:         Potential Pollutant Sources

    Worksheet 4:         Maintenance Schedule

    Worksheet 5:         Erosion Control

    Worksheet 6:         Employee Training

Part IV. B. 4. a. outlines records that are required to be kept, such as copies of the NOI, permit, BMP plan, NMP plan, and other records required (see worksheets listed above).  Part IV. B. 4. b. & c. require monitoring of the BMP plan or elements of the BMP plan.  The following worksheets were developed to assist producers to complete the monitoring report.  Please note the varying frequencies of the reports.

    Worksheet 7:         Annual Monitoring

    Worksheet 8:         Monthly Monitoring

    Worksheet 9:         Quarterly Monitoring

Once a Nutrient Management Plan has been completed and approved by a certified nutrient management planner, Part IV. B. 3. c. & d. outline the records that must be kept of on-site and off-site land applications.  These sheets will assist producers in those requirements:

    Worksheet 10:       On-Site Land Application

    Worksheet 11:       Off-Site Land Application

Finally, Part V. and Part VI. D. 3. contain requirements for reporting and monitoring in the event of a discharge or spill.  The following worksheets will help producers to report the required information.

    Worksheet 12:       Reporting Discharges

    Worksheet 13:        Reporting Spills
