Shortly after joining the Department in 1965, Dr. Fox became an advisor to a College of Agriculture project in Fortaleza, Brazil and helped establish an M.S. program in agricultural economics at the Federal University of Ceara. Since returning to campus in 1974, Dr. Fox has maintained his interest in Brazil through sabbatical research on Brazil's minimum price program, a USDA grant for research on Brazil's biomass program, and a Fulbright grant in 1987.

The Brazil experience has led to involvement in numerous other international activities, including projects in Portugal, Burkina Faso, Mozambique, and The Gambia. His current research focuses on technological change in small-scale agriculture and the impact of structural adjustment programs on agriculture. He also maintains a long-standing interest in the economic problems of the Western citrus industry.
