On October 1, Kathy Jacobs joined the Water Resources Research Center as
Associate Specialist. She also will serve as Associate Staff Scientist
with the Institute for the Study of the Planet Earth. Kathy brings a
wealth of knowledge and experience from her 22 years with the Arizona
Department of Water Resources. Most recently, as Special Assistant for
Policy and Planning at ADWR, she has served as the lead staff person for
the Governor's Drought Task Force and has worked on a rural water resources
study. Please join us in welcoming Kathy to the Water Resources Research
Center and Cooperative Extension!
My thanks to Everett Rhodes and Karen Vanderheyden for their current
Project CENTRL leadership and to Eldon Moore, Jim Chamie and Karen Stanley
for prior year leadership. The Class XVI graduation was a great success!
The U. S. Department of Agriculture, Cooperative State Research, Education,
and Extension Service (CSREES), U.S. Army Child and Youth Services (CYS),
and U.S. Air Force Family Member Programs (FMP) offered for the first time
ever Military 4-H Club grants to support county 4-H staff responsible for
establishing 4-H clubs and programs on installations worldwide. Priority
was given to states that have established working relationships with
military installation staff and are most ready to support military 4-H
Clubs. Preference was given to states with installations that have high
rates of deployment and where the 4-H program is providing special support
to military youth whose parents are involved in the global war on
terrorism. USDA and Army & Air Force have made a commitment to establish
4-H Clubs on installations worldwide as one way to provide stability and a
welcoming consistent environment for these young people. The Arizona 4-H
Military proposal consists of creating and fostering a collaboration with
county extension 4-H Youth Development faculty and four military
installations to allow for a unified thrust toward providing consistent
programming and support with two basic components, training and
communication. Team members for this proposal include: State 4-H Military
Liaison, Lisa Lauxman; Cochise county/Ft. Huachuca, Darcy Tessman, Pam
Verble; Maricopa/Luke AFB, Jolie Ogg-Graybill, Cheryl Cotton, Pat Sweeney;
Pima/Davis-Monthan AFB, Curt Peters, Marilyn Bujanda, and Yuma/Yuma Proving
Ground, Tim Kock, Anne Schnabel. The team received a total of $30,000 for
this first year with possible renewal for three years.
Congratulations to Kevin Fitzsimmons who was elected President of the World
Aquaculture Society. In that capacity he will chair several international
conferences in the coming year, oversee the publication of two professional
journals, and coordinate with US and international chapters of the
professional society.
Colin Kaltenbach will be conducting the annual meeting for faculty interested
in applying for sabbatical leave in 2004 on Thursday, October 9, 2003 at 9:00am
in room 307 Forbes building. Off campus employees will be able to join the meeting
by conference call. The purpose of this meeting is to offer suggestions for
successful submissions, to discuss the requirements for eligibility, and to

Extension workers around the country are discovering a new way to help
communities become more of what they want to be, and link them to extension
resources, through the use of "Building Community: A Tool Kit for Youth and
Adults in Charting Assets and Creating Change," by Lucinda J. Garthwaite
and Beth K. Tucker. Developed by the Innovation Center for Community and
Youth Development with Extension partners, the tool kit focuses on the
gifts that a community brings to their desire for change--gifts of the
past, place, people, and relationships--and has proven itself to be a
powerful tool for sustainable community development.
