It depends on the timeframe you consider. Some times change is slow, other times change is fast. When it is fast, there are many more possibilities and fewer constraints, which then leads to even faster change. We are in a period of very fast change.

The major constraint is the inertia of the past. You cannot change society on a short time scale. Old habits are slow to change and many people are comfortable in the existing way of things (especially those that are powerful players in those existing ways). However, change is not difficult for most people when they understand the reasons and are not affected negatively.
