It is probably a leaf cutter bee.  It cuts a "C" shaped segment
from the leaf, then hauls it off to build its nest.  The leaf
damage is mainly cosmetic and will not permanently harm the plant.
The bee is considered to be beneficial and no control is
recommended.   If perfect foliage is required, the plant can be
protected with a floating row cover until after the nest building
