[AG] Question from Home-Hort WWW page

Can anyone tell me what the lacewing bug is that I am finding on Brittlebush and Sunflowers right now. It is small (not much larger than an aphid) and flat with light colored lacy wings and a black body. There are tons of them and they bite people if disturbed. They do seem to do damage.  I know I read somewhere about an insect that was common on Brittlebush, but I can't find the reference.  Thanks.
