I haven't noticed a bug fitting this description on my brittlebush.  I would suggest that you try to put a few in a jar or some container and take it to the Cooperative Extension office.  They have a Friday morning diagnostic team that meets and they may be able to help you.  The office is located at: 4341 E. Broadway Road, Phoenix, AZ 85040, (602) 470-8086.
