Since 1985 Pima County Cooperative Extension has offered the Master Consumer Advisor Program (MCA). Cynthia Flynn, Director of Pima County Cooperative Extension created the MCA program after Tucson experienced severe flooding in 1983. The following year, the Cooperative Extension office was overwhelmed with calls about mold. Not being able to respond to all of the calls and to provide better service to the community, the MCA program was developed to train volunteers to answer the calls.

Pima County MCAs have experienced a high demand for their consumer services for the past 20 years of existence, averaging between 100-150 calls per month. The volunteers provide research-based information on a variety of topics within family and consumer science areas.
